Context/Scope
The Maintenance Technicians are responsible for operating, cleaning and maintaining their plant and equipment to meet the increasing volume and quality demands in a reliable and cost efficient manner.

Dimensions

Leadership Responsibilities:

Purpose of Role:
  • To maintain (inspect and adjust) and repair line equipment proactively as per maintenance targets in order to continually improve line efficiency, to optimise equipment availability and to minimise losses and risk.
  • To produce Guinness products at customer service levels, quality conformance and within budget.
  • To apply technical, process, continuous improvement and individual/team development skills to optimise overall brewery improvement and plant performance.
  • To adopt a safe and professional approach to all aspects of the role as an individual/team player.
Principal Accountabilities
  • Provide a comprehensive production service on plant and equipment to which they are primarily allocated: operating and cleaning, carrying out maintenance schedules, responding to breakdowns, assessing & monitoring plant performance on an ongoing basis and attending to all other process duties in a timely manner.
  • Deliver best possible plant operation by maximising plant availability and efficiency of operation through execution of Planned Preventative Maintenance schedules. Interface with Maximo as appropriate.
  • With support from Production Services Engineer, achieve production plans and key performance targets, and deliver agreed Customer Service levels.
Qualifications and Experience Required
  • One (1) year experience/competence in Operations, Maintenance, Process Control and Performance Measurement in Utilities plant operations in a brewery or drinks or food manufacturing environment or in any FMCG company.
  • Ideally have an appropriate qualification Engineering or Utilities (as appropriate) with a nationally recognised technical qualification. OND or equivalent minimum

Org. Setting and Reporting:

  • This position is located in the Programme Support Team (PST) of the UNODC Country Office in Nigeria (CONIG), Integrated Programme and Oversight Branch (IPB), Division for Operations (DO) in Abuja, Nigeria.
  • The Programme Officer (Monitoring and Evaluation) will work under the overall guidance of the UNODC Representative and direct supervision of the Head, Programme Support Team and in close collaboration with the Project Core Teams as well as with the Regional Section for Africa and the Middle East (RSAME), the Independent Evaluation Unit (IEU) and the Strategic Planning and Interagency Affairs Unit (SPIA) at UNODC headquarters in Vienna.

Responsibilities
The Monitoring and Evaluation (M&E) functions aim at ensuring compliance with UNODC as well as European Union (EU) requirements in terms of results-based management, reporting and management of evaluations in line with norms and standards. The Programme Officer (Monitoring and Evaluation) will be responsible for the following tasks:

  • Ensure the compliance of CONIG to the UNODC/EU monitoring, reporting and evaluation requirements and the effective management of development results. Ensure effective communication between CONIG and relevant UNODC Headquarters (HQ) Units regarding logical frameworks, baselines, use of performance indicators, reporting and planning of evaluations, ensuring that joint evaluations be carried out.
  • Serve as a focal point and liaise as required with oversight bodies (i.e. evaluation, audit, internal oversight).
  • Be responsible for monitoring and reporting activities at the CONIG level in collaboration with the Project Core Teams. Manage the preparation and timely submission of the corporate annual report of CONIG to HQ, by providing technical guidance and coordination support. Monitor quarterly results of key projects and outcomes and organize the results review meeting every quarter.
  • Ensure and support Project Core Teams in organizing quarterly review meetings with partners.
  • In coordination with the IEU, develop an evaluation strategy for all key activities of CONIG, including the establishment and management of baselines and monitoring systems.
  • Ensure that results-based planning and management processes are well integrated into EU-funded projects, paying particular attention to human rights and gender.
  • Enhance monitoring and evaluation capacities of national partners.
  • Enhance efficient information management of results-based management (RBM) related documents and data through the use of databases, and other corporate tools. Prepare office monitoring database and ensure the usage of the database for the quarterly results monitoring with Project Core Teams. Ensure that all relevant monitoring documents are properly uploaded and managed in the monitoring database.
  • In close cooperation with SPIA, provide technical guidance on results-based management to Project Coordinators and Project Core Teams and enhance the capacities of project staff. Conduct training for the project staff in the areas of RBM, results-based planning, reporting and monitoring.
  • Ensure that the Project Core Teams conduct results based monitoring reporting on activities in line with UNODC/EU policies, procedures and requirements.
  • Assess the performance indicators on a regular basis to ensure compliance with projects and country office targets.
  • In coordination with the EU and IEU, establish an evaluation plan for CONIG. Support the evaluation cycle of projects and programmes in CONIG in accordance with relevant guidelines.
  • In close cooperation with IEU, support decentralized evaluations at the Country Office level and support the management of independent evaluations by IEU. Ensure that quality of each decentralized evaluation conducted by the Project Support Team (e.g. programme and project evaluations) complies with Terms of Reference and final reports of UNODC corporate requirements and standards as per IEU guidelines.
  • Perform other duties as required.

Work Experience

  • A minimum of five years of experience with progressive responsibilities in results-based management (RBM), monitoring and evaluating programmes/projects, is required.
  • In-depth knowledge of results-based planning, monitoring, reporting and programme/project management is required.
  • Experience in developing practical guidance and tools on RBM, monitoring, evaluation and reporting is an asset.
  • Experience in the United Nations system or similar international organization is an asset. Experience in the use of European Union monitoring and evaluation tools and approaches, demonstrated knowledge of UNODC mandates and demonstrated knowledge of human rights and gender issues are strong assets.

Languages:

  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, i.e. oral and written proficiency, is required.
  • Knowledge of another official United Nations language is an asset.
